Regulation of AI in Ukrainian Universities: Research

To what extent is the use of artificial intelligence currently integrated into university policies of higher education institutions in Ukraine?

This issue was investigated by the authors of the article “Institutional AI policies in Ukrainian higher education: A thematic analysis and assessment using the taxonomy of institutional AI policy maturity” on the pages of the Business Perspectives publication.

The authors of the work:

  • Vice-Rector for Scientific Work of Berdiansk State Pedagogical University Yana Sychikova;
  • First Vice-President of Kherson State University Serhii Omelchuk.

The analysis was based on 23 documents adopted by institutions during 2023-2025 that:

  • had a clear description of the use of AI;
  • “officially adopted or publicly available on an official institutional resource”;
  • covered the areas of education, research, or administrative processes.

The researchers developed the Institutional AI Policy Maturity Taxonomy (AI-PMT) – “an analytical tool that allows assessing policies along 12 key dimensions”. These criteria define:

  • areas of application of artificial intelligence;
  • educational acceptability;
  • disclosure of the fact of use;
  • research policy;
  • inclusiveness;
  • intellectual property;
  • sanctions risks;
  • governance and replicability, etc.

The authors concluded that regulation focuses unevenly on the educational, management and research spheres. In particular, the highest indicators – the most detailed policy components – are in the field of educational process and general policy architecture.

The scientists separately emphasize that the results obtained and the developed AI Institutional Policy Maturity Taxonomy (AI-PMT) are, first of all, a growth tool: they present it as a “flexible analytical framework for institutional self-reflection, inter-university learning, and gradual improvement of management practices”.
