On October 15, 2026, the “All-Ukrainian Methodological Webinar: Practical Law: Legal Literacy and the Protection of High School Students’ Rights” was held as a live broadcast on the “Genesa” Publishing House’s Facebook page and official YouTube channel. The event brought together teachers of law, history, and civics from across Ukraine to discuss current issues in teaching law at specialized high schools.
The first presentation at the webinar was delivered by Volodymyr Myroshnychenko, Candidate of Pedagogical Sciences and Associate Professor in the Department of Jurisprudence at Berdiansk State Pedagogical University — chair of the working group responsible for developing the Model Curriculum for the course “Jurisprudence. Specialized Secondary Education. Basic / Advanced Level,” recommended by the Ministry of Education and Science of Ukraine (Order of the Ministry of Education and Science of Ukraine No. 1021 dated July 1, 2026). Among the webinar speakers were the program’s co-authors: Yuriy Bilay, Candidate of Historical Sciences and Director of Berdiansk Gymnasium No. 7 “Meotida”; Serhiy Berendeyev, Academic Director of a private lyceum in Kyiv; and Vsevolod Sergienko, a teacher at the Bezlyudiv Legal Lyceum.
In his presentation, Volodymyr Oleksandrovych outlined the structure of the three-year (grades 10–12) law course, which progresses from the theoretical foundations of the state and law to public, private, and international law. The presentation also highlighted the distinctive features of the basic and advanced levels of legal studies, which enable educational institutions to design individualized learning paths for students. Particular attention was paid to the course’s teaching methodology, a key feature of which is its practical orientation. The program describes the expected learning outcomes in three dimensions—knowledge, activity, and values—and each section concludes with practical exercises: analysis of legal case studies, mock court hearings, negotiations, document drafting exercises, projects, and mini-research studies. This methodology shifts the emphasis from memorizing legal provisions to developing the ability to apply the law in real-life situations, and the teacher’s role evolves into that of a facilitator and partner to students in the exploration of legal phenomena.
Separately, the speaker elaborated on the course’s overarching themes: Ukraine-centricity, inclusivity and accessibility, an anti-corruption culture and integrity, integration with the course “Defense of Ukraine,” as well as digital legal literacy—the use of government e-services such as “Dia” as a tool for realizing and protecting human rights.
The researcher also informed participants about the work on a teaching manual on law for teachers and 10th-grade students, for which the first third of the sections has already been prepared, and invited colleagues to provide feedback on the case studies and materials most needed in school practice. Subsequent presentations by the speakers focused on analyzing real-life legal situations in civil, labor, and family law; simulating court hearings and legal consultations as a method of active learning; and fostering active citizenship and a culture of legal awareness among young people.
The participation of a BDPU scholar in the All-Ukrainian Methodological Webinar confirms our university’s high scientific and methodological potential and its contribution to the development of high-quality specialized secondary education in Ukraine and the training of conscientious, legally competent citizens.
